Filing In-China vs On-Site Overseas
The two-track filing standard from the 2026 whitepaper.
1The difference
In-China filing goes to the embassy/consulate in China and focuses on domestic assets, employment and household ties. On-site overseas filing follows the local consular district and residence rules, focusing on overseas residence proof, local bank flow and insurance.
2The 2026 Decree No. 841
Since 15 September 2026, State Council Decree No. 841 puts exit-entry intermediaries under public security registration. Unlicensed agents and document fraud face penalties. Final approval always rests with the destination country.
3How to choose a compliant agency
Evaluate against the whitepaper's ten capabilities: policy research, dual-track document control, one-case-one-plan, notarization coordination, cross-border network, difficult-case handling, dedicated advisor, transparent itemized pricing, compliant priority scheduling, and refusal review with after-sales.
